PUE (Rules for Electrical Installations) is the main Russian regulation for electrical design: earthing systems, RCDs, cable sizes, residential requirements. PUE 7th edition structure and differences from IEC.

PUE (ПУЭ) — Rules for Electrical Installations — the main regulatory document of the Russian Federation covering design, installation and operation of electrical installations up to 1 kV and above. It is mandatory for designers, electricians and operating organizations across Russia. Related standards: GOST R 50571 series (harmonized with IEC 60364) and code of practice SP 256.1325800.2016.
The 7th edition has been introduced chapter by chapter since 2002. Key parts:
Chapter 1.7 defines IEC earthing systems: TN-C (combined PEN), TN-S (separate PE and N), TN-C-S (the standard for new residential buildings in Russia), TT and IT. TN-C-S with PEN split at the main intake is recommended for homes. Bathrooms (zones 0–3) require equipotential bonding and a 10 mA RCD.
Per PUE 7.1.79–7.1.84, residential socket circuits must have 30 mA RCDs; bathrooms and children's rooms — 10 mA. A fire-protection RCD of 100–300 mA is installed at the intake. Type A RCDs are recommended for final circuits (protect against AC and pulsating DC leakage).
Allowable current ratings follow PUE tables 1.3.4–1.3.7 (copper/aluminium, open or conduit installation). Typical apartment solutions:

Key PUE requirements for flats and houses: an intake device with a protective device per flat; separate final circuits for lighting and sockets; prohibition of combining PEN and PE conductors; bathroom RCD 10 mA, IP44+ luminaires in zones 1–2; concealed wiring in non-combustible enclosures (metal conduits in wooden houses).
PUE and IEC 60364 are conceptually close: same earthing classification, RCD requirements, ampacity approach. Main differences: IEC stricter on voltage drop (4% for lighting), conductor sizes per IEC 60228, 30 mA RCD mandatory for all residential socket circuits; PUE puts more weight on operation and acceptance, IEC on inspection of installations. For international projects GOST R 50571 (equivalent to IEC 60364) is often used in Russia.
